It’s about drinking alcohol. If you can drink someone else under the table, you can drink more (beer, vodka, etc.)? than that person. (I think there’s a similar one in Russian.)
Well, there is another expression I decided not to include.
Isn’t the idiom “(pay) under the table” the same in Russian?
